Job Responsibilities:

• Lead, oversee and manage the purchasing & strategic sourcing function with the shared services
• Drive the proactive identification and negotiation of contract opportunities and order consolidation
• Leverage buying power of organization to deliver greater overall value for money in its procurement of goods and services
• Manage daily operations of Purchasing Team staff to ensure timely processing of purchase requisitions (PR) and purchase orders (PO)
• Perform independent evaluation and review of all period contract terms and conditions and identify other potential risks to the University
• Establish comprehensive period contracts covering most commonly purchased goods/ services to deliver the value for money spent
• Manage complex Request for Proposals (RFPs), Requests for Quotation (RFQs), Requests for Information (RFIs) and drive the supplier negotiation process using lowest bid, lowest cost per quality point or best value analyses.
• Manage buying procedures for high contract value purchases or purchases under complex period contracts.
• Conduct market research and benchmarking for strategic procurement best practices
• Ensure accurate management reports as required, including components such as benefits realized, vendor contract compliance, category spend data, volume analysis, etc.
• Shape Strategic Procurement environment to promote the highest standards of both ethical behavior and compliance with guidelines and policies
• Work with Shared Service management to plan and implement initiatives aimed at meeting and exceeding target goals and driving productivity and efficiency, to establish a customer-centric environment that promotes continuous improvements in customer service levels

Key Requirements

• Bachelor's degree in Procurement, Logistics, Accounting, Finance, or other related business domains
• Min 8 years of Purchasing and Strategic Sourcing experience with 3 years of supervisory experience
• Strong working knowledge of the RFI/ RFP/ ITQ/ ITT/ SVP processes
• Excellent knowledge and hands-on experience with strategic procurement standards/ best practices, internal controls, policies & procedures, sourcing process & concepts and cost reduction of supply chain
• Functional knowledge of purchasing systems and add-on functions such as spend analytics, e-sourcing, reverse auctions, and contract management
• Significant hands-on experience administering a portfolio of contracts for products and services and conducting related supplier/ customer management activities
• General knowledge of purchasing in the Public sector (especially Government Procurement Act), including familiarity with contractual terms and conditions
• General knowledge of Six Sigma, business process improvement and streamlining of the procure-to-pay cycle is preferred
• Knowledge in SAP Ariba is a must, Singaporean Only
