Job Description

  • Lead and develop a team of learning and development specialists and case writers/researchers to develop thought and practice leadership in governance and public policy, to raise the capacity of policy officers in the Public Service
  • Design and develop practitioner-oriented case studies and materials as well as programmes to support leadership development goals
  • Support the public sector’s learning from national or cross-cutting issues
  • Stay up to date with changes in policy thinking and implementation and to identify emerging policy issues and domains from Public Service and Centre of Government agencies and functional lead agencies
  • Engage agencies at the political office holder and senior leadership levels to support the capacity building needs of individual officers, communities in the various domains and organization
  • Manage and implement political office holders’ and senior public leadership’s engagement with the public service
  • Expand the institute’s network of Fellows, thought-leaders, practitioners and resource persons at the public sectors of Singapore’s key international partners, local and international academic institutions, think-tanks, non-profit organization and private sector entities
  • Represent and manage the representation of the institute and Singapore at key international policy fora to support Singapore’s capacity-building efforts for our international partners
  • Manage the Institute’s interactions and engagements with public sector agencies and officers
  • Establish the direction and priorities for institute’s offerings and publications in governance and policy through cross-department partnership

Job Requirements

  • Bachelor’s degree from reputable local university is a must
  • Min 10 years of policy formulation & implementation experience and leadership, preferably in relevant domains within the Public Service
  • Candidates with HR development experience would be a plus
  • Wide and varied networks within the Public Service, especially in the key policy domains
  • Excellent ability to engage public sector agencies and officers, especially at the senior leadership level
  • Strong socio-political sensitivity with good knowledge, understanding of and intellectual curiosity in Singapore’s governance system and policy imperatives
  • Good ability to network and build lasting relationships with local and international thought-leaders, practitioners and resource persons
  • Strong management capability with excellent people management skills for managing a diverse team
  • Strong written and communication skills is a must
  • Singaporean only
