Senior Tunnel Engineer

About the Role



  • Promote total job safety and environmental awareness by employees, subcontractors and all persons in the job vicinity and stress to all employees and subcontractors the importance senior management attaches to safety and the environment.

  • Ensure that safe, environmentally acceptable working methods and practices are implemented and that sufficient plant and equipment is made available, properly operated and maintained, to facilitate proper access and enable any operation to be carried out safely.

  • Control expenditure and revenue to maximise profitability.

  • Organise and coordinate construction activities in accordance with construction schedules so as to complete the works on time whilst constantly monitoring the status of planning, safety, environmental and quality activities.

  • Provide technical, commercial and functional direction related to all aspects of contracting, and material management, expediting, traffic, logistics and warehousing.

  • Select subcontractors and suppliers based on an evaluation of their ability to meet the specified requirements including those for safety, quality and environmental and ensure compliance with same. Review of proposed subcontractor agreement.

  • Ensure that all subcontractors are advised of their obligations under applicable legislation, codes of practice, the Project Execution Plan and all conditions set out in the contractual documents, and that those obligations are met.

  • Ensure that all personnel are inducted in their roles and responsibilities in accordance with the requirements of the Project Execution Plan and all attachments.

  • Maintain effective relations with the Client throughout the project.

  • Ordering/Purchasing of materials in accordance with planned delivery dates as required by the Construction Program.

  • Promotion of a professional image of the Company’s operations and maintenance of a harmonious relationship with the Client and/or his/her representative in the execution of the contract.

  • Periodically review the implementation and effectiveness of the Project Execution Plan with the Project Manager, Construction Manager and Business Unit QSE Manager.

  • Ensure that all required Construction Execution Procedures (CEP’s), Inspection and Test Plans (ITP’s) and Job Safety & Environmental Analyses (JSEA’s) are prepared, are adequate for purpose and are fully implemented and maintained.

  • Ensure that non-conformances are reported and that suitable remedial and corrective actions are planned and implemented within the required time frame.

  • Support the development of project personnel and recognise the accomplishments of individuals and the project team.

  • In conjunction with the Project Manager, conduct formal performance reviews for all project staff.

  • Control and motivate the workforce and manage the employee disciplinary process as necessary.

  • Meet schedule requirements in a safe manner and in compliance with Environmental requirements.

  • Procurement and utilisation of plant resources in an efficient manner.

  • Ensure maintenance of records to assist in claim notifications and claim.

  • Certification of subcontractors and suppliers invoices and general administration and keeping of site records, including progress photos.

  • Any other duties as may be required by the Company.


About You


To be considered for the opportunity, you will need the following:



  • Relevant qualifications in Civil Engineering

  • Min 10 years’ experience on similar construction projects

  • 5 to 10 years pipe jacking and tunnelling expereince

  • Demonstratable experience with Pipe Jacking / TBM’s in various ground conditions.

  • Demonstratable experience in managing detailed design, selection and evaluation of tunnelling methods including curve-jacking.

  • Willing to work at Tuas with company transport at Pioneer MRT.

About the Role



  • Coordinate with Managers and Superintendents on Engineering, temporary works, scheduling and status of the project.

  • Provide overall progress reports and other reports related to schedule and cost as required by the Project / Construction Manager.

  • Provide general technical assistance to supervisory personnel.

  • Interpret engineering documents and drawings for field personnel.

  • Control fabrication and field construction engineering and schedules for overall programs.

  • Participate in bid evaluation of subcontract tenders.

  • Prepare reports on progress, manpower and costs and coordinate the work scheduling and procurement.

  • Monitor and coordinate the preparation maintenance and change of construction schedules, methods, manning charts and equipment requirements. Advise on actions to be taken to prevent or improve undesirable trends in progress.

  • Ensure the currency and accuracy of information for schedules and reports, provide timely submission of reports and project schedules.

  • Develop and oversee inspection practices of Site Engineers to ensure effective and satisfactory progress and completion of all work areas for the project.

  • Ensure temporary works designs and fabrication are verified prior to use of the specific item.

  • Carry out progressive engineering audits of temporary works in accordance with the audit schedule.


About You



  • Tertiary qualification in construction/civil/mechanical/electrical & instrumentation engineering.

  • Specialist experience in project engineering and a working knowledge of project management.

  • Competent in planning and organising work schedules and a demonstrated ability to deliver to timelines.

  • Sound working knowledge of HS&E requirements and implementation of same.

Major Objectives



  • Meet or exceed the budgeted profit for the Project.

Requirements



  • Relevant tertiary qualification.

  • Minimum 20-25 years of demonstrated experience on bid management and project management delivery of large-scale tunnelling infrastructure projects from $500mil to $1B.

  • Broad understanding of a wide range of construction techniques, HS&E responsibilities and risk/contingency assessment.

  • Broad understanding of construction and infrastructure design principles.

  • Competent in understanding and interpretation of conditions of the contract affecting all stakeholders.

  • Sound understanding of financial reports, e.g. Budgets/Forecast, and interrogation of project financial reports (Workbench).

  • Working knowledge of IMS, Industrial Relations, awards, and Enterprise Agreements.

  • Understanding of estimating principles.

About the Role



  • Timely provision of effective surveying services to the project

  • Implementing pertinent requirements of the Project Execution Plan (PEP) including referenced procedures.

  • Establishing and /or verifying control data for the works

  • Establishing the position and location of all permanent and temporary structures within the specified tolerances

  • Establish and /or verifying benchmarks and recovery points

  • Provide data as necessary to facilitate engineering and design

  • Provision of positional verification services

  • Collection of accurate As-built data

About the Role


The IT Infrastructure Administrator’s report to the Group IT Infrastructure Manager focusing on the day-to-day operations of MCD (and where applicable, third parties such as partners and subcontractors) by applying technical ICT skills, working within the IT Infrastructure and Service Delivery and Operations remit. This role also assists the IT Infrastructure function to deliver a more resilient IT environment by undertaking systems, platforms, device and network maintenance, administration, and other improvement projects.



  • Participate in the Project Tendering, Site Mobilisation and Demobilisation activities including:



  1. Input into IT Estimate portion of Project Tenders including interpretation of technical requirements (IT Infrastructure, CCTV, OT Networks etc)

  2. Co-ordinate and facilitate the procurement and configuration of equipment and services for site as appropriate.

  3. Either directly or in-directly mobilise sites through to Go Live operation.

  4. Complete successful transition from Mobilisation to Operation (“Business as Usual”) with associated handover to IT Service Delivery and Operations team(s).

  5. At completion of a construction project perform required activities to “de-mobilise” the project site inclusive of equipment removal and cancelation of services etc.

  6. Travel to site locations as required to perform the above.



  • Provide technical input into administration, support and maintenance of critical IT Infrastructure.

  • Act as escalation point for regional Service & Delivery Team(s).

  • Provide level 3 technical support across all Regions as required.

  • Ensure various system / data backups are operational and correctly configured.


About You

About the Role

About You



  • Degree in Engineering or Architecture.

  • Extensive knowledge of BS 8536, PAS 1192, ISO 19650, and Singaporean BIM Guidelines.

  • Strong knowledge of COBie implementation/delivery and 4D to 7D deliverables at LOD 500.

  • Mandatory proficiency in Bentley BIM authoring tools (AECOsim v8i, Open Plant, InRoads, Navigator).

About the Role



  • Reports to QA/QC Manager.

  • Provide advice and support to the QA/QC Manager for the development, implementation, review and revision of the Project Execution Plan (PEP) and attachments.

  • Interact with other Managers and Engineers to implement and coordinate the PEP and attachments.

  • Regularly assess the effectiveness of the PEP and provide reports to management on quality performance and areas of improvement.

  • Review subcontractor / supplier quality systems.

  • Report on quality related matters to the QA/QC Manager, including preparation of monthly summary reports.

  • Preparation of Inspection and Test Plan (ITP) in accordance with CEP schedule.

  • Preparation of Document Submissions for client approval

  • Interact with Managers and Engineers to implement and coordinate the Inspection and Test Plan (ITP) in accordance with Construction Execution Procedure (CEP) schedule.

  • Compile and receive relevant Material certificates and test report from Suppliers.

  • Coordinate with relevant testing laboratories for Material Testing and witnessing.

  • Compile and maintain quality records e.g. Request for Inspection (RFI) and verify as necessary.

  • Coordinate on site quality assurance and control activities e.g. receive and ensure the correct concrete grade and type is delivered to respective area and structure, witness concrete sampling and slump test with QPS (client engaged supervision team).

  • Conduct site verification of construction drawings, procedures, inspections plans etc. being used by construction personnel.

  • Quality inspection surveillance to site and raise an NCR or Quality observation whichever is applicable if there are quality issues onsite. Conduct an investigation for any NCRs and submit the report to Quality Manager for review prior to issuance to relevant party.

  • Responsible for Precast and Architectural quality inspection, material verification and quality documentation

  • Promote quality awareness with project personnel.

  • Audit subcontractors as necessary.

  • Maintain the system of calibration of measuring and monitoring equipment.

  • Implement the project document control procedures.

  • Control of non-conforming product, procedures and practices.

  • Input into preparation of monthly reports.

  • Any other duties as may be required by the Company.

  • Degree in Civil Engineering or relevant technical qualifications.

  • Operational experience in the application of quality management principles in the construction industry

  • Communicate clearly and concisely

  • Lead and manage a profitable Civil Infrastructure & Marine business and operations within the Singapore region.
