NatSteel traces its lineage to 1961, when it was incorporated as National Iron and Steel Mills. A pioneer and key partner in Singapore’s nation building efforts, our products are used in most construction projects island-wide, from the iconic Changi International Airport to the public housing that is the trademark of Singapore’s landscape.



Singapore is home to NatSteel’s headquarters as well as its flagship plant, which boasts one of the largest single downstream rebar fabrication operations in the world. The Singapore plant is the only local steel mill with an integrated upstream and downstream operation, where steel is manufactured through recycling scrap, and fabricated according to customers’ needs.

Senior Executive - Strategy & Business Development
NATSTEEL HOLDINGS PTE. LTD.

$4000 to $5500 (Monthly)

The candidate will be part of a team which is responsible for the following:


1. Market Intelligence and Research


Conduct market research and track developments in the construction industry and steel industry. Topics covered includes:


a) Raw material and steel markets;


b) Regional steel makers;


c) International steel trade barriers; and


d) Demand supply dynamics of steelmaking raw materials


2. Strategy & Annual Business Plan Development


Development of strategy/business plan processes and driving the execution, with senior business leaders, for the NatSteel Group. Responsibility includes:


a) Facilitation of Strategy Development Workshops


b) Deployment of performance management systems through customized scorecards to enable performance reviews by senior leaders, managers and individual contributors


c) Setting targets for business performance; and


d) Development of key action plans to achieve targeted business outcomes


3. Capital Expenditure Management


Development and implementation of the Capital Expenditure Plan and Capital Management Process. This includes:


a) 5 year capex planning


b) Assessment of capital projects proposals, progress and returns


c) Tracking of project status


d) Review of completed capex projects


4. Risk Management


a) Identification of probable risk events


b) Establish early warning indicators


c) Formulate and implement relevant mitigation strategies


5). Integrated Margin Management


The Integrated Margin Management (IMM) is a platform where key decisions on pricing, volume and inventory controls are determined. SBD facilitates the IMM process primarily through gathering, analyzing and integrating relevant information to serve as a basis for decision making by management team.


6) Analysis and develop key insights


Analysis and reporting of business performance is a pre-requisite for timely intervention.




Requirements:



  • Bachelor degree in Business Administration, Finance or any related field

  • Strong analytical and communication skills

Production Planner

Job Responsibilities:





  • Aligning demands to maximize throughput and customers’ satisfaction levels by determining daily capacity in assigned hall operations by closely monitoring the production shifts’ status of each resource, the type of resource and amount of capacity required for each customer’s order to perform negotiation, moderation and commitment of delivery date such that customers’ satisfaction levels are kept above 80% and project DIFOT of >=95%

  • Control production shift plans with committed delivery dates of Sales Orders, which are grouped and assigned to different machines based on the characteristic of each Sales Order to maximize capacity utilization and throughput in the production process, material yield by assigning and optimizing type of raw materials mix such that planned material yield is about 99% achieved and near 100% for machine utilization

  • Forming internal and external delivery loads and sequencing of deliveries done by maximizing logistics resource utilization by grouping assigned Sales Orders into logical delivery load considering location and weight, providing clear instructions to production in layering the finish productions matching customers’ sequence of usage, assigning sequencing of delivery according to customers’ receiving window and unloading capacity such that working and unloading requirements are met


Educational Qualifications:



  • Diploma in Supply Chain Management with 1-year experience in Production/ Logistics Planning

  • Good knowledge in Supply Chain, Logistics and Manufacturing operations

  • Good IT knowledge

  • Knowledge of using Supply Chain software will be an added advantage

IT Service Delivery Lead

ROLE AND RESPONSIBILITIES



  • The Service Delivery Lead identifies the business needs and oversees the delivery of the services within the context of the business objective & priority. The foundation of this position is establishing processes in the areas of Service management and Project Management, to provide consistently high levels of customer service in a cost-effective manner. The Service Delivery Lead role focuses on keeping stakeholders satisfied with the IT services through managing projects, fixing any reliability issues, tracking service metrics, managing budgets and helping lead the partners responsible for getting services delivered to NatSteel. The Service Delivery Lead’s roles and responsibilities would involve:

  •  Able to effectively engage business stakeholders to set customer satisfaction goals and criteria, and evaluate customer experience against these goals and criteria.

  • Able to effectively engage and manage IT Partners to deliver IT Services as per their contractual obligations.

  • Manage, monitor and support the IT partners to ensure effective and responsive user support and incident/problem resolution

  • Manage, monitor and ensure compliance to Managed Services SLA of the IT Partners for AMS and IMS

  • Accountable for managing IT Contract governance, risk and compliance as per the Managed Service Providers contract agreement

  • Accountable to proactively ensure production systems quality through operations monitoring, capacity management, consumption management, enforcing organizational policies and procedures, and eventually, implement and own IT Service Quality Assurance process.

  • Accountable to manage transition of projects into maintenance mode, managing hand-over of relevant documentation, training, knowledge transfer, etc.

  • Responsible to carry out quality checks using audit, focus groups, interviews, surveys, etc. as methodology.

  • Responsible to facilitate internal and external audits

  • Responsible to ensure that IT Processes are running according to the required specifications

  • Support to prepare, deliver and evaluate RFP’s and RFQ’s

  • Responsible and accountable to implement and own the IT Service Management Office (SMO) and IT Project Management Office (PMO)

  • Ability to lead and oversee employees/partners in different stages of the delivery process, even though they may not be their direct line manager.

  • Assess stakeholder feedback and improving procedures accordingly to ensure that great customer service is provided at all times.




EXPECTATIONS, QUALIFICATIONS AND EDUCATION REQUIREMENTS



  • Degree in Information Technology, Computer Engineering or equivalent, with at-least 6 years of relevant working experience

  • Those without a degree but with relevant experience and expertise will also be considered

  • Strong expertise and experience in IT Operations Management, IT performance management, Service Level Management and Project Management

  • Minimum ITILv3 Foundation and PMP certified

  • Understanding and appreciation of a broad range of technical areas including IT Infrastructure, Network, IT Security, Desktop, Datacenter services, Back-up & DR and Cloud Services

  • Knowledge of Cloud environment and hands on service management of public cloud environment(AWS, MS Azure)

  • At-least 3 years’ experience in driving service improvement initiatives

  • At-least 3 years’ experience in IT Quality Assurance role

  • At-least 3 years’ experience in Project Management role

Requirements:



  • Degree with major in HR Management or equivalent.

  • At least 5 years of HR experience in large companies, preferably in manufacturing or construction industry.

  • Experience as business partner partnering business units will be preferred.

  • Good knowledge of HR law, especially Singapore Employment Act, and HR practices and procedures.

HR Operations



  • Manage and oversee HR Operations team to ensure smooth operations relating to employees’ life cycle, from on-boarding to off-boarding processes, employee benefits, payroll administration, and office administration etc.

  • Ensure compliance to Employment Act legislation changes and update policies, and manpower reporting requirements by government.

  • Assess and review current processes to seek continuous improvement.

HR Costing and Manpower Reports



  • Prepare reports on welfare costs, levy savings, Core Trade statistics, headcount and manpower costs requested by Division Heads and/or NatSteel Leadership Team.

Compensation & Benefits



  • Prepare Year End remuneration Review for NatSteel group of companies

HR System & Analytics



  • Work closely with HR IT partner as the project manager to drive improvements to have an effective and efficient HR system.

  • Leverage on system and technology to deliver consistent, timely and reliable reports to support business units.

  • Troubleshoot problems on time and attendance module in eMPower and liaise with HOD.


HR Audit



  • Audit on HR data and system, and ensure data integrity is maintained.

  • Attend to internal and external audit requests


Pre-requisites:



  • Degree in Human Resource Management or any other relevant discipline

  • Minimum 8 years relevant experience in HR, with 2 to 3 years’ experience leading a team.

  • Preferably with experience in manufacturing / marine / oil & gas / engineering industries, and in a matrix organisation.
