Analyst, PULSES Centre Grant (Contract)

$3200 to $5000 (Monthly)

The SingHealth Population-based, Unified, Learning System for Enhanced and Sustainable Health (PULSES) Centre Grant is funded by the National Medical Research Council to build population health research capabilities and foster multidisciplinary collaborations to address the unmet healthcare needs of our population.

You will support the department’s analytic function by managing large volumes of data in adherence to data governance standards. You will support the Principal Investigators (PI) in performing data analysis and design solutions by applying algorithms to process large datasets as well as supporting the PI in abstract, poster and manuscript preparation.

In addition, you will assist to provide training support for users of the research database/analytics system(s).

You will collaborate with other analytics professionals to develop new project proposals and reports/manuscripts for the expansion of research analytics role in SingHealth Regional Health System.


  • Bachelor’s Degree in Computer Science, Information Systems, Public Health, Mathematical Sciences, Health Sciences or any related science discipline or equivalent

  • At least 2 years’ working experience in relevant field of research (health services research preferred)

  • Familiarity with clinical/research database management systems and processes will be advantageous

  • Experience in data analytics using hospital and healthcare databases

  • Working knowledge of advanced data analytics software (e.g. R/Python, SPSS, Stata) and Business Intelligence visualization tools (e.g. Tableau, OBIEE) will be considered favourably

Senior / Project Engineer, Smart Systems Planning

$4000 to $5600 (Monthly)

You will engage users, planning teams and partners to leverage on technologies to create a productive and high-performing workplace for staff and a good experience for patients and their families at the new acute and community hospitals located in the eastern region of Singapore. You will also ensure the smooth operations of the Healthcare Living Lab (HLL) with the Development Secretariat, perform integration testing, plan pilots, and engage the multi-disciplinary teams to ensure the smooth implementation of these technologies in the new hospitals. You will also work in a team to do research and development for the operation of intelligent systems for healthcare.


  • Bachelor’s Degree in Computing, Electrical and Electronics Engineering or equivalent

  • At least 3 years’ experience in software programming / engineering / integration work

  • Good knowledge in electrical circuitry and PLC

  • Familiar with quick prototyping tools such as Unity/Wire framing/Solidworks

  • Familiar with management of engineering collaboration platforms such as SLACKS/GitHUB

  • Knowledge in software development with robotic platforms, SLAM or related fields

  • Experience in the following is preferred:

- Robot Operating Systems (ROS), Gazebo, Unity, Linux, OpenCV

- Robotics perception, LIDAR, object tracking, motion planning, machine learning sensor fusion and system engineering

- Embedded and real-time systems

- Algorithm development in C/C++, Python, Unix shell scripting

Executive (Finance), Radiology Shared Services

$2500 to $4000 (Monthly)

You will coordinate with respective institutional finance units to streamline billing and identify areas for improvement to facilitate patient-centric workflows and referrals. You will assist in costing and pricing for the Radiology Shared Services (RSS) Strategic Business Unit (SBU) services, annual Opex and Capex budgeting and forecasting. You will assist the management in reporting of RSS SBU financial performance through tracking budget utilisation.

You will assist in harmonising pricing for Radiology services among institutions. You will assist your supervisor in attending to Finance related queries and providing prompt updates to stakeholders.

You will assist in monitoring financial key performance indicators to measure and monitor effectiveness of RSS. You will assist in the preparation of financial management reports for review and analysis.

You will assist in developing a common RSS Dashboard to monitor an agreed set of indicators set by RSS EXCO to review and drive operational performance.

You will attend meetings and provide secretariat support, as well as assist with preparing slides and materials for meetings.

Accountant, SingHealth Fund

$3200 to $5000 (Monthly)

You will be responsible for full spectrum of the finance, accounting, budgeting and reporting functions of SingHealth Fund (SHF)-Foundation. This includes donation and payment processing, monthly reconciliation of fund balances, grant commitments and utilisation, preparation and review of journals and audit schedules, intercompany reconciliation and confirmations, month-end and year-end closing and reporting, checking and reconciliations of tax-deductible donations and receipts for tax filing. You will also assist in the monitoring and projections of cash flows as well as in the placement of fixed deposits and funds transfers for SHF-Foundation. Your duties will also include coordinating with SHF-sub funds on the SHF month-end accounts closing, statutory audits as well as annual tax filing of tax deductible receipts. You will assist the Manager in the review and consolidation of SHF’s sub-accounts as well as preparation of financial reports for Board/Committees’ meetings. You will ensure compliance with SingHealth Fund policies and procedures, Charities Act and Regulations, Financial Reporting Standards and statutory reporting requirements


  • ACCA or Bachelor Degree in Accountancy

  • At least 4 years’ relevant experience with at least 1 year of supervisory role in finance function

  • Preferably with experience in charitable governance and fund accounting

  • Proficient with Microsoft Office applications for data analysis and presentations

  • Good written and communications skills

  • Good interpersonal and organisational skills

Manager (IT Governance), Office of Data and Digital Governance

$5700 to $9800 (Monthly)

As part of SingHealth’s digitalisation drive to further enhance patient services and innovation, you will ensure that SingHealth’s IT systems operate with essential IT governance practices to facilitate system robustness and safe use of data.

You will act as an internal independent party to review compliance with established IT Security policies and procedures. You will also participate in the development of IT governance procedures in line with requirements in the healthcare sector, with relevant dashboards for tracking purposes.

In addition, you will review IT systems to ensure that the IT & Data control measures are in place and comply with SingHealth’s standards. You will validate projects and ensure they meet the control procedures before deployment to production.

Being part of the advisory team, you will participate in recommending IT governance procedures and controls in new IT systems or in existing IT processes.

You will also identify trends in the information technology governance domain to help the organisation achieve business objectives while ensuring robust governance and security.

Job Requirements

  • Degree in Computer Science, Information Management or Management Information Systems or related fields

  • Minimum 8 years of Information Technology experience, preferably with at least 5 years in IT governance and risk management. Preference will be given to candidates with Project Management experience.

  • Certification in ITIL, COBIT, PMP would be advantageous

  • Possess strong communication and interpersonal skills with the ability to get buy-in from stakeholders

Assistant/ Manager, Office for Service Transformation

$4800 to $8500 (Monthly)

You will support the Office for Service Transformation in the execution and implementation of process improvement and service transformation projects, to improve patient care and service. This includes proactive evaluation of project performance against set targets and proposing action plans to improve organisational results. Your contribution to projects include mapping of workflow processes, analysing baseline data, identifying improvement areas and working with internal and external stakeholders in proposing possible solutions. You will also execute horizon scanning to recommend emerging industry trends for business process improvement. You will assist to drive communication for project updates, create positive momentum for transformation and coordinate the implementation of projects, which also include providing secretariat support at department and senior management meetings. You will also assist to manage the performance of the department by reviewing the department work plan and Balance Scorecard report.

Job Requirements

  • Bachelor’s Degree in any discipline with at least 6 years’ work experience, preferably in project management, process improvement and design thinking

  • Knowledge and skill in process improvement, improvement methodologies, and tools and techniques such as design thinking and Lean Six Sigma would be a strong advantage

  • Knowledge and experience in benchmarking and data research and statistical tools and techniques

  • Proficiency in Microsoft Office applications

  • Proficiency in data analysis tool is preferred

  • Possess analytical skills and strategic and critical thinking skills

  • Adept at handling complex, ambiguous and challenging situations and comfortable working in a fluid environment in a growing organisation
