The Tsao Foundation strives to help older persons realise opportunities in longevity by being a catalyst for constructive systemic and mindset change. This mission is undertaken through four synergistic core initiatives:

  • Community for Successful Ageing (ComSA) takes a community-wide approach to forge an integrated system of comprehensive programmes and services with the aim to promote health and wellbeing over the life course, and to enable ageing in place.

  • Hua Mei Centre for Successful Ageing which enables ageing-in-place by pioneering replicable, community-based, integrated health and psychosocial age care service models grounded in person-centred principles

  • Hua Mei Training Academy, dedicated to capacity building in professional community-based age care, informal and family caregiving, as well as personal development and community action in successful ageing through providing practitioner-driven training, education and consultancy services

  • International Longevity Centre Singapore which supports policy, practice, advocacy and community development through initiating high impact research and collaborative platforms in population ageing issues and related action

Established in 1993, the Tsao Foundation is a Singapore-registered charity with IPCs (Institutions of a Public Character) and engaged in the global response to longevity.

Head, Finance and Accounting

$8000 to $10000 (Monthly)

Key Responsibilities:

To manage and direct the administrative teams by providing functional services and advisory to Operations, in the areas of Finance, IT, administration and facilities management, for the achievement of the Foundation’s strategic and operational goals.

  • Participate as a departmental head in formulating strategic plans and divisional goals to meet Foundation’s operational objectives and long term goals

  • Direct financial planning and accounting practices by overseeing the preparation of short and long term budgets, treasury function and administration of internal and external funds

  • Establish procedures and systems necessary to maintain proper records to ensure adequate accounting and financial controls and services

  • Review and ensure the accuracy of financial data and timely submission of all internal and external financial and statutory reports

  • Ensure legal, tax, insurance and property management matters comply with Foundation’s guidelines and statutory/regulatory requirements

  • Approve acquisition and installation of equipment within approved budgets

  • Direct the sourcing of funds, through standard and innovative means to support capital expenditure

  • Attend to other office administration functions (e.g. renovation of Foundation’s premises) as directed by the CEO

Basic Requirements:

  • Degree in Accountancy, CA preferred

  • 10 years’ experience in a financial management position

  • Experience in managing IT & Facilities

  • Must possess effective organizational and negotiation skills

  • Able to motivate and build a team of diversified executives

  • Experience in NGOs preferred

Enrolled Nurse

$1900 to $2600 (Monthly)

Hua Mei Elder-centred Programme of Integrated Comprehensive Care (EPICC) serves older persons who wish to continue living at home in spite of their complex medical conditions and limited family and social support. It provides team-managed, person-centred, integrated comprehensive care, with a day club programme. The EPICC team comprises of physician, nurse, social worker, physiotherapist, occupational therapist, centre manager, programme executive, programme assistants and driver.

Reporting to the Programme Manager, the Enrolled Nurse provides clinical support and assistance to clients on a daily basis as an integral part of the operations of the centre.


  • Provide basic nursing care and update on changes in clients' conditions and needs

  • Assist RN in managing medications and in complying with safe medication practices

  • Assist in simple clinical and rehabilitation activities

  • Organize therapy as prescribed and maintain accurate documentation of care given

  • Co-ordinate visits for medical check-ups and accompanies clients for follow-up appointments as needed

  • Works with RN to ensure a safe and clean environment

  • Participates in related projects, campaigns, training and development of care staff e.g. infection control


  • WSQ Certificate in Healthcare Support (Nursing Care) or equivalent

  • Minimum Nitec in Nursing; registered with Singapore Nursing Board (Enrolled Nurse)

  • Training/Experience in therapy aid, nursing aid is an advantage

  • Able to work independently and as part of a multidisciplinary team

  • Good working attitude

  • Preferably with experience in eldercare from the social service sector

Manager, Knowledge Management

$7000 to $10000 (Monthly)

The main objective of the Knowledge Manager is to lead, propose and drive the knowledge management strategy as well as to enable the capture of both explicit and tacit knowledge into accessible and comprehensible information for the organisation.

Key responsibilities:

· Provide a framework to ensure the capture and effective harnessing of intellectual capital

· Review, propose and strengthen the knowledge management infrastructure

· Develop guidance, policy and processes to institutionalize knowledge management practices

· Translate user needs into knowledge requirements and determine how knowledge will be structured, shared, controlled and made searchable by audiences of varying skill levels

· Collaborate with subject matter experts to maintain and update knowledge

· Champion a shared mindset and understanding of knowledge management

· Connect non-homogenous groups of people to knowledge and expertise

· Evaluate the usage, business impact and efficiency of knowledge content and platforms


· Background in leading content and information architecture strategy

· Good understanding of relevant tools, techniques and processes e.g. knowledge mapping, knowledge taxonomies, knowledge audits etc.

· Able to lead initiatives and deliver effective interventions

· Strong stakeholder management skills and an ability to work innovatively and independently

· Degree qualified with at least 5-7 years relevant experience and certification in project management preferred
