Technical Advisor - Environmental Epidemiologist

$120000 to $127000 (Monthly)

Vital Strategies is recruiting an Epidemiologist / Public Health Specialist with applied expertise in environmental health science, epidemiology, and risk assessment (epidemiologist) to 1) increase commitment and capacity of key stakeholders to strengthen air quality management, with a focus on increased use of routinely collected local data to inform health impact and economic assessments; 2) support efforts to strengthen surveillance for air pollution, lead, and other leading environmental determinants of health; and 3) participate in assessment, training, and technical assistance activities to enhance the quality, use and dissemination of relevant health and environmental data to inform the public and policymakers about the risks of air pollution.

The epidemiologist will also use data to emphasize the health and climate co-benefits of improved air quality. The hire will also collaborate across Vital Strategies teams and with government partners, technical experts, consultants, and civil society partners.

Duties and Responsibilities

  • Identify and work in collaboration with Ministries of Health, relevant agencies and other technical partners, such as atmospheric modelers and health economists, to identify, compile and assess relevant health and air pollution data

  • Oversee the work of consultants, including health economists and exposure assessment specialists

  • Lead these collaborations in selecting and applying methodologies for estimating the current health and economic burdens from air pollution and health impacts from priority air pollution control scenarios, including avoidable hospitalizations, premature mortality, and childhood illnesses

  • Contribute to the design of lead poisoning surveillance programs and develop study protocols and data reporting templates

  • Analyze and interpret findings from lead exposure surveillance efforts

  • Establish and strengthen partnerships with key technical experts and organizations in the region

  • Author, co-author and edit technical reports and peer-reviewed manuscripts, including systematic reviews of the available epidemiologic literature

  • Collaborate with communication specialists to create non-technical reports and briefings targeting the press and other media, and the general public to raise awareness of the impacts of air pollution and other environmental risk factors

  • Participate in the development of concept notes and funding proposals on these and related environmental health issues

  • Monitor project progress and develop progress reports for funders

  • Respond to information and assistance requests from funders, field staff, and partners

  • Identify, surface, and troubleshoot impediments to these efforts

  • Coordinate regional training efforts about environmental determinants of health, risk factor surveillance, and health impact assessment methods using health impact evidence to inform policies

  • Support efforts to increase health sector engagement needed to advance clean air and other environmental action

  • Attend and present at conferences and meetings in support of these activities

  • Assist with other Vital Strategies duties as specified by the Senior Epidemiologist for Global Environmental Health

Qualification and Experience

  • Graduate degree in environmental health sciences, epidemiology, public health, or relevant field of study or equivalent experience/education with at least 8 years of experience in environmental health sciences, epidemiology, policy, and/or program implementation

Desired Experience

  • Experience conducting public health surveillance and implementing monitoring and evaluation frameworks highly desirable

  • Prior experience working in collaboration with governmental health or environmental ministries highly desirable

Skills & abilities

  • Strong quantitative skills in environmental epidemiology, risk assessment or related work

  • Excellent interpersonal skills, including the ability to communicate effectively to technical and non-technical audiences, develop partnerships, and contribute to interdisciplinary team

  • Demonstrated ability to take initiative, work independently, and make sound, informed decisions

  • Demonstrated knowledge and experience with use of environmental health risk, health burden and impact estimation methods and tools, such as Ben MAP or similar

Communications and Relationship Manager

The Position

The Communications and Relationship Manager is a key member of the Vital Strategies Asia Pacific hub team who needs to balance time and prioritize actions to support stakeholders relations, organizational PR, Vital’s programs, business development and. Working closely with the regional director, and with program leads for specific programs, this role will be responsible for the development and delivery of overall communication, stakeholder relationship and business development strategies, initiatives and programs for the region. S/he will have direct line reporting to the regional director and dotted line reporting to the program leads.

Duties and Responsibilities

  • Coordinate with the business development core team at the region to develop and implement a comprehensive regional strategic communication plan and business development components for our current and planned programs and initiatives.

  • Oversee the management of Vital Strategies Asia regional website and create/manage regional social media platforms. Working collaboratively with the PAC team, draft compelling content including press releases, op-eds, statements, blogs, brochures, media kits, key messages, fact sheets, case studies, & other collateral materials tailored to specific audiences and channels including for business development opportunities.

  • Liaison with the Creative Director of the PAC team, oversee the development of design concepts for various regional collateral, guarding the consistency and use of Vital Strategies visual identity and brand.

  • Support the regional program and business development teams to develop and deliver key presentations and reports, including grant and tender submissions, helping them maintain strong relationships with external clients, media, partners, and stakeholders.

  • Monitor news and industry trends to proactively pitch ideas for stories and articles, including interviews and statements from key management and program team members in the region and at HQ.

  • Working with and being supported by the PR director, regional director and external team at Vital, spot opportunities for speaking and thought leadership opportunities, draft pitches, identify and train staff for external engagements, such as through practical media training, in order to increase our reach in front of target audiences.

  • In collaboration with the regional director and program teams, support Vital Strategies’ initiatives in the region such as road safety, environmental health, tobacco control, etc, including the assessment and identification of gaps and opportunities.

  • Work with the regional director, EH and PAC leads and business development team in the region to identify evidence-based new program areas/opportunities for development based on community needs as identified through currently implemented programs and gaps, that are aligned to the Vital Strategies’ strategic plans and assist in developing significant funding proposals for these opportunities.

  • Participate actively in business development team meetings, de-briefing sessions and professional development events and activities.

  • Take charge of compiling all regional relationship management and business development related information, such as current and past partners & clients, their detailed contact information, key project outputs (thematic) and potential future opportunities as mentioned/listed in program documents/reports/recommendations.

  • Volunteer and intern supervision and coordination.

  • Any other duties as directed by the regional director and commensurate within the scope and classification of the position.

Qualifications and Experience

  • A university degree in a relevant discipline and/or minimum 8 years of significant industry experience in communications, health, business development, public relations, regional project management, government, education, or community services.

  • Understanding of public health policy development and advocacy process.

  • Demonstrated experience in developing and implementing comprehensive communications and business development strategies in the Asia Pacific region.

  • Familiarity with/Good understanding of the media and PR landscape in the Asia region, including in Malaysia.

  • Demonstrated experience in the preparation and delivery of digital marketing, websites, marketing collateral, and other types of print, electronic, and social media, as well as proven capacity in PR and media relations.

  • Demonstrated experience in preparing key publications, presentations and reports including Annual Reports, grant applications and experience working with Adobe Creative Suite software.

  • Strong interpersonal skills with the ability to interact and establish professional strategic relationships with internal and external stakeholders, including governmental agencies and international partners.

  • Excellent leadership, organizational and time management skills with the ability to multi-task and effectively prioritize competing demands.

Senior Manager–Operations and HR

The Opportunity

The Senior Manager–Operations and HR is a full-time position based in Singapore that will report to the Regional Director and have a dotted line reporting to the Deputy Director of Global Operations and the Deputy Director of Global HR. This position will manage a shared assistant with Finance.

The Senior Manager–Operations and HR will be responsible for providing support to the Regional Director (RD), on all human resources and operations functions as well as regional planning. S/he fosters a culture of accountability and customer service. In this role, the incumbent will ensure the cost-efficient use of Vital Strategies resources, and manage all operations functions including contracting, travel, safety and security, and facilities. S/he will also support the human resources functions such as recruitment, onboarding, payroll and benefits, employee relations, and compliance to the local labor laws. S/he must be courteous, have a professional approach towards staff and be able to operate with a high degree of confidentiality.

Duties and Responsibilities

Risk management duties include:

- Compliance: Monitor and track compliance to local regulations and Vital Strategies operational and HR policies.

- Risk: Assess risks for operations in the region and propose plans to manage those risks.

- Legal: Support Regional Director and US legal team on sensitive issues, liaise with local attorneys as needed on legal matters.

- Safety and Security: Serve as the focal point for safety and security in the Asia Pacific Region. Collaborate with the Deputy Director of Global Security on the implementation of and compliance to Vital Strategies’ security management plan for Singapore and travelers in the region.

Human Resources duties will include:

- Talent Acquisition and Hiring: Provide support to the recruitment process, oversee compliant employee hiring and onboarding

- HR Administration: Manage benefits and payroll, conduct audits, negotiate renewals, maintain required electronic employee records, manage required employee permits. Collaborate with global HR team on compensation management for Singapore employees and ensure adherence to comp policies for regional hires.

- Talent Management: Serve as the focal point for employee relations, coordinate performance management process, partner with HR team on professional development needs of team.

- Ensure compliance of Singapore employment related laws for work-pass holders, such as residency and tax requirements etc.

Planning, Contracting, and other Operations duties include:

- Planning: With the Regional Director, facilitate planning and monitoring activities for the Asia-Pacific region, with staff based in Singapore, and in coordination with Vital Strategies directors based elsewhere who are managing programs in the region.

- Contracting: Serve as local focal point for ensuring compliance with procurement policies and procedures, and for identifying sourcing and advertising channels, supporting competitive biddings/requests for proposals, reviewing contracts.

- Policies and procedures: In coordination with the NY, tailor and maintain policies, procedures and internal controls, including but not limited to the Operations and Finance Manual for Singapore. Train employees and ensure compliance with these policies and procedures.

- Travel: Support local team with understanding and complying with travel policies and procedures, managing the travel agency’s performance and overall contract, and trouble-shooting travel problems, when needed.

- Facilities: Monitor and facilitate lease renewal business terms in close liaison with Regional Director and Deputy Director of Global Operations. Oversee and manage relationship and activities with local property management company, including for the upkeep of the physical office facilities. Manage Vital Strategies’ equipment and assets register.

- Budget: Support the Finance Manager as needed, including in the development of the annual budget; provide assistance with financial services providers (external audit, payroll, local accounting firm); etc.

- Monitor and manage IT, facilities, insurance, and other operational activities.

Other duties as assigned.



Minimum seven (7) years of overall experience in human resources and operations with minimum two (2) years working with a nonprofit organization.

Education and degree

Minimum of a bachelor’s degree in a relevant field (business administration, human resources, operations)
